A new lawsuit against the Los Santos Police Department is raising serious questions about how and when police dogs are being used.
The case comes from a March 22, 2026 foot pursuit at a construction site. According to the lawsuit, Lenny Goob was running up wooden ramps while an officer chased him on foot. Another officer, a K9 handler, allegedly released a police dog without giving a warning, and even the pursuing officer was reportedly startled when the dog ran past her.
Goob surrendered and begged for the attack to stop, but the dog was not called off quickly and he was seriously injured. He is now suing for excessive force, negligence, and emotional distress, and is asking the court to force the LSPD to review its K9 policies.
This case is politically significant because it comes less than a year after Congress Representative Dyzzie Topia tried to introduce a bill to increase accountability and oversight for K9 deployments. The LSPD, including current Chief of Police Tommy Decker, pushed back on that effort and called it “an attack on the LSPD.”
According to our insider sources, this isn't the first time that the LSPD pushed back on a bill. Multiple bills have been passed that the LSPD outright refused to abide by - including a bill that gave people the right to access their own data...
This scenario raises serious concerns around legislation overseeing the use of K9 officers on the field. Should there be more requirements to deploying a K9 dog? Should officers be personally held liable for the K9 dogs excessive force?
Whatever happens, this is absolutely ridiculous and the LSPD should be held responsible. I hope they acknowledge their wrongdoing and give poor Mr Goob some form of compensation.
